1. Purpose. To advise all hands of raised procedures to transfer/enroll NLCC cadets into the NSCC. 2. Background. Reference (a) and (b) discuss enrollment procedures for transferring a NLCC cadet into the NSCC. Resently, the cadet enrollment date into the NSCC remains the same as the date the cadet had enrolled in the League Cadet program (assuming fees are paid on time). If the cadet has a period of time remaining on his enrollment (i.e., ID card has not expired), he then pays a fee to the end of the original expiration date as a NLCC cadet. 3. Discussion. It has been brought to the attention of NHQ that it would assist the field if the transfer date of a Navy League cadet into the Sea Cadets was modified to reflect the entry date into the NSCC. The rationale for this is to assist in planming for the cadets advancement and to readily see when a cadet's time starts in the NSCC for advancement purposes. As presently done, the cadet ends up with a date that is not reflective of his actual entry into the NSCC. This can cause confusion when inspecting cadets' records and when planning for the cadets' advancement. 4. Action. Effective 1 April 1999, when a NLCC cadet is enrolled in the NSCC, the cadet's transfer date into the NSCC will be the date the NSCADM 007 is received repeat received at NHQ. Therefore, the entry date and the enrollment/transfer date in the NSCC should be the same. Enrollment will be at the rate for NSCC cadets, i.e., $40.00 per year. NLCC cadets who transfer to the NSCC and have not reached the expiration of their current enrollment period as a NLCC member, will receive monetary credit for the months remaining on their unused enrollment. Credit for remaining months on the NLCC enrollment will be at the rate of $2.50 per month (NLCC fee is $30.00, divided by 12 months, equals $2.50 per month fee). An example of the foregoing is as follows: Cadet Murphy joins the NLCC in August 1998 at the age of 13. He turns 14 in June, 1999 and transfers into the NSCC. June is Cadet Murphy's entry date and transfer/enrollment date into the NSCC. He must pay $40.00 to enroll as a NSCC cadet, but gets credit for two months remaining on his enrollment fee as a NLCC. This credit is $5.00, which is subtracted from his NSCC enrollment fee of $40.00. Therefore, Cadet Murphy is required to pay $35.00 when he becomes a NSCC cadet. His first year as a NSCC cadet will end in June 2000. 5. Cancellation. This letter is cancelled when incorporated into the existing regulations.
