1. The subject regulations are effective upon receipt for the administration and operation of the NLCC. 2. References (a), (b), (c) and (d) are canceled as their contents have been incorporated into the revised regulations. 3. The additions/revisions incorporated into the enclosure are as follows: a. Chapter Three, Section 1, Articles 0312.1 - Health and 0313.1 - Education; b. Chapter Five, Section 2, Article 0520.1 - Table of Allowances; and 4. Discussion: We must reduced, by all possible means, mounting expenses associated with membership in our program. Increased messing, berthing and transportation fees will not go away. We can not ask parents, many of whom are on tight incomes, to continually shoulder more and more fees. We must make every effort to keep costs down so that our membership will grow. One way to reduce costs to parents is eliminating the practice of securing naval uniforms that have to be tailored to smaller sizes. By using the white and black (salt and pepper) uniform for the League Cadets we will help reduce expenses. Tailoring is too costly. Standard black skirts or slacks without cuffs may be purchased for this age group in Wal-Mart, Sears, etc. White shirts/blouses short or long sleeved may also be purchased at minimum expense. You may also order through NHQ SMALL short sleeved tropical white male shirts and utility jackets for use by both sexes. 5. These regulations are being forwarded to all Commanding Officers with the hope that those units that presently do not enroll League Cadets will reconsider. There is no better way to secure future Sea Cadets, then by enrolling middle schoolers before they make long-term commitments to other youth activities. 6. Recently, we have had more and more young people desiring to enroll in Sea Cadets who have become "couch potatoes." Because of their weight they are not able to meet the PT requirements necessary for participation, nor are we able to supply uniforms that fit. Enrolling the eleven through fourteen age group helps them ease into the rigorous PT requirements expected for our Sea Cadet program. 7. These regulations have been prepared in a concise package mindful of reproduction costs. Units are authorized to make copies as needed. In addition, the regulations will soon be available to those units having internet capabilities on the Sea Cadet website at resources.seacadets.org in Microsoft Word.
