1. Purpose. To provide interim guidance in wearing of the alternative uniform. 2. Background. Reference (a) issued change #2 to the Uniform Regulations, which is reference (b). Included in reference (a) was the description and authorization for NSCC personnel to wear alternative civilian attire. Since issuance of reference (a), the alternative civilian attire has been designated for wear at both civilian functions (as appropriate) and as the alternative uniform for those personnel who do not meet height/weight standards. 3. Discussions. NSCC officer personnel must strive to present the best image possible as a leader and in dealing with military organizations. To this end, the alternative civilian attire prescribed in reference (b) was selected for wear by those personnel who did not meet weight standards. The selection of this attire has resulted in the need to provide more direction in the wearing of the uniform to provide for better uniformity. Accordingly, the uniforms cited in enclosure (1) are the prescribed alternative uniforms. The requirements set forth in enclosure (1) are to be strictly adhered to by all personnel in the NSCC organization (commanding officer, Regional Directors, and Headquarters Representatives). It is expected that full compliance with the uniform regulations will be enforced by the chain of command. To do otherwise results in an organization divided, which leads to discontentment and disillusionment. 4. Action. Commanding Officers, Regional Directors, and Headquarters Representatives shall instruct personnel in their units and organizations of the requirements contained in enclosure (1). Further, all in the chain of command shall insure compliance with the Uniform Regulations. Wide dissemination of this action letter is requested. 5. Cancellation. This action letter is cancelled upon promulgation of change #3 to reference (b).
