Subj: CHANGE #1 TO THE NSCC/NLCC ANNUAL INSPECTION / EVALUATION REPORT
CHANGE #2 NSCC REGULATION, SECTION 1360.1

(b) NSCC/NLCC Annual Inspection / Evaluation Report

1. Purpose:To make changes to the NSCC Regulations and the NSCC/NLCC Annual Inspection/Evaluation Report.

2. Background: Ref (a) provides qualifying scores for certificates to be awarded to units as a result of the Annual Inspection/Evaluation Report for both Sea and League Cadet Units. Ref (b) is the current report being utilized for the inspection process.

3. Discussion:

  1. This Paragragh is for now, 1997, and is effective upon receipt. The current scoring in Ref (a) is being changed to include a Certificate of Honor. The unit must attain a score greater than 3.5. The minimum score for a Certificate of Commendation will be 2.50. The minimum score for a Certificate of Merit will be 3.0. The scoring will take effect for the inspections being conducted currently.

  2. This Paragragh is for the 1998 Inspection Cycle, DO NOT change any 1997 reports! This is HEADS-UP information and the change directed in the action paragraph below is for Inspection Reports you will prepare starting January 1999. In an attempt to give more credit to "Unit Leaders as Escorts" who perform more than one Escort Duty during the summer, the following change will be made to the NSCC/NLCC Annual Inspection/Evaluation Report for the 1998 Inspection Year.

4. Action: Ref (a) Section 1360.1 should read as follows:

  1. Certificate of Commendation: Awarded to units attaining a score of not less than 2.5 and not more than 3.0 without any significant discrepancies.

  2. Certificate of Merit: Awarded to units attaining a score between 3.0 and 3.5.

  3. Certificate of Honor: Awarded to units attaining a score of 3.5 or better.

5. Action: On page 5, SECTION B: ANNUAL TRAINING, NSCC/NLCC Sea Cadet Inspection/Evaluation Report change as follows:

a. Recruit Training (____)

b. Advanced Training (____)
divided by # required (____) = (____) X 1.50 = ____ (1.5 Max)
(#2nd-4th year cadets)

c. Unit Leaders as Escorts (____)
