1. Purpose. To advise all units and field organizations of recent correspondence from the President of the United States. 2. Background. On 10 September 1962, the U.S. Congress federally charted the Naval Sea Cadet Corps under Public Law 87-655 as a non-profit civilian youth training organization for young people, ages 13- 17. The NSCC will soon celebrate the 35th anniversary of the founding of the organization. 3. Discussion. All units should plan local activities m celebration of the NSCC 35th Anniversary. Previous information has been sent to NSCC units and local NLUS councils to assist in planning ceremonies and providing special recognition of the NSCC's 35th Birthday. Enclosure (1) is forwarded for information and to assist in celebrating the NSCC birthday. 4. Action. Where appropriate, NSCC units should incorporate enclosure (1) into ceremonies commemorating the birtfrrlav of the NSCC. Units should advise their cadets that the President has sent a letter congratulating the organization on the eve of our 35th birthday. Copies of the the President's message should be readily available for the cadets use. A reading of the message at quarters would be most appropriate. 5. Cancellation. Wide dissemination of this letter is requested. This letter is canceled for record purposes 31 December 1997.
