 14 October 1996 NSCC ACTION LETTER 12-96
1. Purpose: To issue Change #1 to reference (a). 2. Discussion: During the past year a number of changes to NSCC policy have been approved which are now being incorporated into reference (a). These changes reflect the dynamics of the NSCC program as initiatives are taken to continue improving management of the overall organization. 3. Action: The following pen and ink, and page changes to reference (a) are effective 1 October 1996. Ensure the change is entered and recorded on the Change Sheet inside the font cover of the NSCC Regulations Manual. Page 5-1, paragraph 0512.3: Change the number 25 to 15. Page 5-2, paragraph 0520.1: Replace the chart on Unit Enrollment and Cadet Petty Officer Allowance with enclosure (1) Page 7-3/4, paragraph 0733.2: Replace entire paragraph with enclosure (2) Page 7-5, paragraph 0751.1c: Change paragraph to read as follows: "Local, state and federal law enforcement agencies will normally provide "record of conviction" information, provided requirements of the Privacy Act are observed. Responsibility for contacting one or more of these agencies to obtain background information rests with the unit commanding officer since procedures vary from one location to another. Agencies will be contacted and arrangements made, where possible, to obtain this information" Page 7-8, paragraph 07101.1: Insert the following just before the last line of the paragraph between etc. and Criteria. "In extraordinary circumstances where an officer has been unable to meet the specified criteria in NSCC Regulations, a waiver may be submitted with the NSC-17 giving full justification why the criteria should be waived. The waiver reconrmendation will then be submitted to the promotion board for consideration". Page 7-9, paragraph 07101.1: Under criteria for selection of "Unit Commanding Officers, in addition to the foregoing", add the following to the second line which states "Unit must have satisfactory minimum enrollment": "(15 (minimum) NSCC Cadets and 10 NLCC Cadets) Page 8-2, paragraph 0831: Change the sentence to read as follows: "Units may not possess operable firearms nor will they be brought to drill/training periods". Page 18-1, paragraph 1810.1: Add the following to the end of this paragraph: "Cadet applicants must have reached their 11th but not their 14th birthday. Waiver to this poicy must be submitted to the NSCC Executive Director." 4. Cancellation: This Action Letter is canceled upon entering the required changes in reference (a).
