1. Background: The purpose of this Action Letter is to emphasize the need tbr drug awareness education within the Naval Sea Cadet Corps and to focus attention on Campaign Drug Free (CDF) through which the Drug Reduction Service Ribbon may be awarded. This letter and reference (a) provide information and criteria for awarding the Drug Reduction Service Ribbon. 2. Discussion: Illegal drug use is the greatest single domestic threat to our nation and its youth today. To help counter this situation, the Naval Sea Cadet Corps, in conjunction with the reserve components of the Navy, Marine Corps and U.S. Coast Guard, is emphasizing drug awareness education and the message that you don't need drugs to be happy, accepted and successful. One of the finest qualities about the NSCC program is that it is drug free, offering a safe, wholesome environment for all participants. Drug awareness education and the risks of drug use must be part of the ongoing NSCC training program. Also, it is extremely important that we widely advertise the Naval Sea Cadet Corps program as an alternative to drugs and the life style its use engenders. Officers, instructors, midshipmen and cadets can become more involved in spreading the anti-drug message by participating in Campaign Drug Free and thereby earn the Drug Reduction Service Ribbon as outlined in reference (a). 3. Action: Commanding Officers of all NSCC and NLCC units will ensure that drug awareness is part of the ongoing training program for their units. Resource materials are available through the supporting or other nearby military installations, from the local school system or public library. Units desiring to participate in Campaign Drug Free and earn the Drug Reduction Service Ribbon must meet the requirements of reference (a). Detailed information is available from the nearest Naval, Marine Corps or Coast Guard Reserve Center or by writing the Campaign Drug Free Coordinator, Naval Reserve Force (Code 009), New Orleans, LA 70146 or by calling 1-800-554-4542. 4. Cancellation: This Action Letter is canceled when contents have been noted and incorporated in the NSCC Advancement and Training Manual.
