1. Purpose. To promulgate policy for commanding officers, escort officers, and instructors concerning proper military behavior and standards of conduct in dealing with NSCC/NLCC personnel undergoing training at recruit training camps, advanced training, or drill periods throughout the year.

2. Background. References (a) through (c) discuss various duties and responsibilities of escorts in detail. Administrative actions, arrangements with training commands, personnel reports and accident reports, as well as fiscal responsibilities and final audit reports are discussed in reference (a) and (b). The guidance and direction provided is pertinent and will provide the NSCC escort the information needed to have a successful training period.

3. Discussion. While reference (a) through (c) provide much information and direction on administrative, personnel, and fiscal procedures and reports, there is insufficient guidance on the conduct of escorts. Past incidents of trainee abuse and maltreatment, coupled with alleged unprofessional conduct on the part of a few personnel directly associated with cadet training, dictate a need to promulgate standards of conduct. Commanding officers and escorts involved in the training process must at all times reflect respect for the dignity and rights of the individual and provide a training environment which is free from all forms of abuse. This policy must be kept uppermost in the minds of those personnel associated with training. Any behavior on the part of personnel conducting training which de-emphasizes the value of the individual or which otherwise may produce negative results, constitutes oppression. mistreatment or cruelty, and must be detected and corrected by those in the chain of command.

4. Action. All personnel directly associated with training or escort duties must be meticulous in their personal behavior, military bearing, demeanor and overall actions to ensure the projection of a professional and positive image. All NSCC officers and instructor personnel shall read enclosure (1) which contains guidance concerning standards of conduct expected of personnel involved with training and escorting of cadets and adhere to the policies contained herein. The list is not all inclusive but covers those areas of major concern. Regional directors and unit commanding officers will promulgate the contents of this action letter to all officers, instructors and members of their staffs.

5. Cancellation. This action letter is cancelled upon incorporation of information contained herein into existing regulations and instructions.
